NPL invites bids for a one-year contract for the supply of agro-residue-based non-torrefied biomass pellets. The contract aims to support the blending of biomass pellets with coal in NPL’s supercritical thermal power plant (2×700 MW) at Rajpura, Punjab.

✅ Qualification Criteria

🔧 For Traders:

Experience: Supplied ≥40% of quoted annual quantity in any 12-month period in the last 3 years (e.g., if 36,500 MT offered, then ≥14,600 MT must have been supplied).
Location: Sourcing must be from Punjab or within 250 km radius of NPL plant.

🏭 For Manufacturers:

Manufacturing facility must be located in Punjab or within 250 km of NPL.
Must declare free available capacity (Annexure-XIV).

💰 Financial Criteria:

Minimum Net Worth: ₹1 crore (as of 31st Mar 2024 or 2025).
Minimum Offer: 100 MTPD or higher. Below this, bids are disqualified.

💼 Contract Performance Security (CPS)

CPS Amount: 3% of Basic Contract Value (excluding GST)

💲 Price Determination

Quoted Basis: Landed Cost (FOR NPL Site)
Adjustment Based on GCV:
- GCV ≥ 2800 Kcal/Kg required.
- Pro-rata adjustments apply for deviations.
- GCV < 2000 Kcal/Kg = Rejection.

Formula:
Adjusted Price = (Landed Cost × Actual GCV) ÷ Quoted GCV
(With 0.75x or 0.5x for GCV ranges below 2800 as per section 13.2.2)

🧾 Scope of Work

Material: Agro-residue based non-torrefied pellets only (no wood-based allowed).
Delivery: Daily delivery as per PO within 15 days of LoA.
Rejection Criteria:
- TM > 14% (instant test): Rejection
- Fines > 5%: Penalty
- GCV < 2000 Kcal/Kg: Rejection
- Foreign Matter: More than 3 occurrences = breach

Disqualification if:
- Misrepresentation or concealment of data
- History of contract abandonment
- More than 3 foreign material incidents/month
- False claims on capacity or performance
Blacklisting: Up to 2 years for misrepresentation or canvassing.
